什么是海牙认证？
海牙认证即APOSTILLE认证，也就是“海牙公约”认证。海牙认证是指由海牙成员国之间为使文书互相承认而制定的一种认证方式，它通常由国家的外交部或最高法院统一出具，具体来说就是国家指定的政府机构对文书的签发人的签字进行认证，认证该签字是否真实有效，若签字真实有效则在文书上附加一页海牙认证并签字加盖机构印章，使文书能在目的国具有法律效力。需要注意的是，海牙认证不是对认证文件内容的认证，而仅仅是对认证的第一签发人的认证，证明其签字真实有效。
为什么要办理美国出生证明海牙认证？
美国出生证明是由美国政府部门签发的文书，其他国家政府部门无法直接确认国外文书的真实性。在美国出生的孩子，当涉及到移民或去其他国家读书时，美国出生证明必须经过领事认证或海牙认证以承认其法律效力。比如：李先生的儿子在美国出生，现在要去葡萄牙读书，申请入学时葡萄牙政府要求提供经海牙认证后的美国出生证明，当然其他国家的出生证明如果需要到海牙成员国使用也可以办理海牙认证，中国已加入海牙成员国，公约将于11月份生效，若您孩子出生证需要办理回国上户口用，可以直接办理海牙认证即可。
美国出生证明海牙认证与领事认证
海牙认证与领事认证都是为了使国内外文书互通的一种认证制度，且两种认证都仅仅是对文书签发人的签字的认证，不是对文书内容的认证。海牙认证省略了领事馆认证的步骤，认证过程更为简洁，提高了文书流转速度，节约了申请人的时间。文书在海牙成员国间传递需要办理海牙认证，美国为海牙成员国之一，因此如果美国出生证明所要用于的国家加入了海牙成员国，需要办理美国出生证明海牙认证，才可被目的使用国接受；如果美国出生证明所使用的国家尚未加入海牙成员国，则需办理美国出生证明领事认证。
美国出生证明海牙认证所需材料
1）美国出生证明扫描件或原件。
2）如果是复印件需要附上复印件声明词。
美国出生证明海牙认证的办理流程
美国出生证明海牙认证有两种形式，一种是在复印件上办理海牙认证，另一种是在原件上办理海牙认证。一般来讲用于移民的情况下需要在出生证明原件上办理海牙认证，具体要求办理前请务必和相关部门确认好。
美国出生证明复印件办理海牙认证流程如下：
第一步：美国出生证明由美国公证人公证。
第二步：将公证后的出生证明提交到州务卿办理海牙认证。

根据出生证明签发州，认证程序会有所不同。一般来讲，美国出生证明原件需要递交到文件签发州州务卿处办理海牙认证。

美国出生证明复印件办理海牙认证处理时间为1-3个工作日；
美国出生证明原件办理海牙认证处理时间为为1-4周。
